  1. Background information

The European multi-stakeholder seminar “It’s Global Education Time: sharing GCE policy, research and practice” represents a key moment of the GET project, providing an opportunity to share the findings of the research on the integration of GCE in educational policies and school curricula conducted across eight European countries: Bulgaria, Czech Republic, Greece, Ireland, Italy, Poland, Portugal, and Spain. The research focused on history, geography, and civic education for students aged 11-16 years, and the results will be presented and discussed in Sofia.

Through plenary sessions, thematic workshops, round tables, and peer-exchange spaces, the seminar will discuss:

  • The current positioning of GCE related policies within European education systems
  • The presence of GCE in curriculum documentation
  • What synergies are possible between research, institutions, and educational practices on the ground?

The seminar, organised by ARCI Bulgaria together with project’s lead CISP (International Committee for the Development of Peoples), is aimed at key stakeholders in the education field: experts and researchers, policy makers, representatives of educational authorities, teacher educators, civil society networks, and European institutions.

The multi- stakeholder seminar “It’s Global Education Time: sharing GCE policy, research and practice” will take place from 15 – 16 October 2025. 50 international (5 per 8 countries + 3-5 keynote speakers) and 30 national representatives of key stakeholders are expected to take part in the event.

Next to this a steering committee meeting of the project partners’ management board will be held on 17 October 2025 for 25 representatives of the project partners.

Both events will be held in Sofia, Bulgaria.

Note: For key experts (3-5 people) the Contracting Authority will provide per diems for 14.10.2025 and 16.10.2025, as well as for any additional days of presence in Sofia outside the seminar and the PSCM dates, .

  1. Objectives

The objective of current assignment is to provide logistical and technical services for the organization and execution of a multistakeholder seminar on Global Citizenship Education: “it’s Global Education Time: sharing GCE policy, research and practice that will take place from 15 to 16 October 2025 and of a steering committee meeting of the project partners’ management board on 17 October 2025. This includes provision of catering and accommodation for participants, rent of venue and technical support (necessary technical equipment, registration, tables and armchairs for speakers, flipcharts).

Provision of accommodation Accommodation shall be provided for international participants (up to 50) for 3 nights: 14 October – 17 October 2025

Participants’ accommodation should be in a 3*/4* hotel in a convenient city location. Accommodation in single rooms.

Provision of catering and meals •     2 lunches and 4 coffee breaks according to the event agenda for 80 participants on 15 and 16 October 2025.

•     1 dinner for 50 participants on 15 October 2025.

•     1 lunch and 2 coffee breaks according to the event agenda for 25 participants on 17 October.

Rent of venue A suitable venue – conference room should be provided for all the participants for 3 days on 15, 16 and 17 October 2025.
Technical support Necessary technical equipment including laptop, multimedia, screen, sound system, 8 flipcharts, registration, tables and armchairs for speakers for 3 days on 15, 16 and 17 October 2025.

 

  1. Requirements to the offer

Proposals/tenders should be sent either electronically to office@arci-ngo.org or on paper at the address: Sofia 1505, 5 “Ivan Milanov” Str. The proposals/tenders should contain the following information:

  • Brief information about the company (legal form, year of foundation, number of experts, portfolio of services)
  • Brief description of relevant experience (with references letters of similar contract/projects) in
  • provision of comprehensive logistical services for events, including accommodation, catering, and technical support.
  • organising international and/or national events (e.g. conferences, workshops, round tables, seminars or similar) with at least 50 participants including provision of venue, catering, translation and production of necessary material.
  • Structure of the assigned team: years of general experience and number of international events organised by the proposed event manager (CV, reference projects)
  • Financial proposal: includes a detailed cost breakdown in EUR (VAT excluded). The maximum available budget for the service is EUR 27,750.00 (VAT excluded)
  • The proposal should be in English and preferably no more than five pages (without attachments).

1)   Experience in delivering comprehensive logistical services for events, including accommodation, catering, and technical support. Max. score: 20 points

Scores by years of existence, referred as:

•     None = 0 points, 1-2 = 5 points; 3-4 = 10 points; 5-6 = 15 points; 7+ = 20 points

2)   Number of organised and executed international and/or national events with at least 50 participants Max. score: 20 points

Scores by number of events, referred as:

•     None = 0 points, 1-2 = 5 points; 3-4 = 10 points; 5-6 = 15 points; 7+ = 20 points

3)   Qualification of the assigned team Max. score: 20 points

Scores by referred as:

•     Number of years of general professional experience: None = 0 points; 1-3 = 3 points, 4-6 = 5 points, 7-9 = 7 points, 10+ = 10 points

•     Event manager qualification (according to resume): max 10 points

B: Financial offer (40%) Lowest cost offer receives 40 points, while scores of other (higher cost) offers are calculated by their inverse ratio to the lowest cost offer

Notes & clarifications:

  • In order to qualify for consideration, offers have to receive a technical score of at least 45 out of 60. Those offers are regarded as ‘technically accepted, while all offers receiving lower technical scores are not further considered, disregarding the value of their financial offer.
  • If the content of a tender is incomplete or deviates substantially from one or more of the technical award criteria laid down in the tender requirements (e.g. if an expert does not meet the minimum requirements in the profile), the tender will be automatically rejected, without being given a technical score. The disqualification must be justified in the evaluation report.
  • The tenderers must provide documentary proof for the experts proposed.
